caso no hay que hacerse la pregunta, la composición de Coca-Cola es conocida y
efectivamente tiene componentes adictivos e insanos, por lo que
deberíamos combatirla desde la izquierda. La Coca-Cola sigue reinando en
Bolivia aunque con menor impacto que en otros países, pero no por políticas
definidas del Estado.

Esta declaración generó risas del público asistente, entre tanto Quiroga y García Linera se mostraron serios. José Antonio Quiroga es sobrino del líder socialista Marcelo Quiroga Santa Cruz, asesinado en el gobierno de García Meza (1980-1981), después de quedar preso y torturado. Durante la presentación de los 200 libros, Morales también dijo que no le gusta leer libros. "Con sinceridad no entiendo mucho de esto, no sé si mis profesores, profesoras o (me) enseñaron a leer mucho, no me gusta leer, o que me lo lean, perdonen, para saber mejor, pero me gusta guardar libros, eso aprendí en Europa, en Europa cuando visitaba en estas conferencias internacionales, en cada casa que visitaba tenía su biblioteca", aseveró en presencia de un grupo de editores y escritores.

Evo apoya la ley de protección a los animales y cuenta anécdota de cuando tenía 11 años. Pastaba sus llamas con su perro "trébol" y un tigrecillo comió una de sus llamas por la noche, cuando la encontró muerta un zorrino estaba devorando los restos, entonces quiso "vengarse" y fue tras el zorrino mientras su perro comía carroña también.
La venganza no cabe en el ciclo biológico de supervivencia, el zorrino no mató a la llama y una venganza no haría honor al amor a los animales. La anécdota no ilustra el amor y el respeto por los animales.

El presidente Evo fue captado en un video indicando
con el dedo índice a un asistente que las cuerdas de su zapato estaban
desamarradas, éste agachándose le ató esas cuerdas. Luego trató de dar
explicaciones que empeoraron la situación

cerrarse la bragueta del pantalón y fue alertado por uno de sus oficiales.

Ese descuido daña la imagen de un líder que debería
ser humilde y que rechaza la sumisión y servidumbre, imagínense si en vez de
amarrarle los cordones del zapato le cierran la bragueta. Las personalidades
sólidas en sus convicciones y en su conducta, no hacen eso ni por excepción. O
los asesores son malos o no los escucha. Muchas veces oscila entre la
arrogancia y la humildad. Son tiempos de formar relevos con alta consistencia,
pero parece que no es el plan.

Es el mandatario de Bolivia con más tiempo en el poder desde la
fundación de la República en 1825. Evo Morales afirmó ayer que "tiene más
fuerza” para continuar gobernando el país y garantizar la
"liberación definitiva” de Bolivia.
El Jefe de Estado cumplió nueve años, ocho meses y 27 días en el
poder sin interrupción y superó al mariscal Andrés de Santa Cruz, quien gobernó
durante nueve años, ocho meses y 24 días.
- Soñamos que el proceso de cambio
estaba por encima de los liderazgos, sobre todo de aquellos que fueron más
circunstanciales. Evo no ha encabezado una revolución armada y heroica. Además
cuenta con la experiencia negativa de varias perpetuidades en el poder. Hay
muchos liderazgos brillantes en el proceso, ¿Porqué no dar paso a los relevos?.
¿Embebido de poder? ¿Mal aconsejado? ¿Ceguera y adulación? ¿Cree realmente que
es indispensable?. Nadie lo sabe, pero será dañino al proceso.

P. ¿Por qué la reelección? ¿Se considera insustituible?
R. Hay muchos líderes. Yo no tengo formación, no sé de administrar
empresas. Pero sé tomar decisiones escuchando al pueblo. Evo no es
insustituible, pero genera consenso, amistad, confianza. Más que liderazgo es
confianza. Yo he aprendido que en América Latina no habrá patria con
capitalismo. No habrá Estado con neoliberalismo. Hay menos soberanía con el
imperialismo. Si no estamos convencidos de esto nos estamos equivocando. Antes
EE UU nos dominaba política y económicamente. En 2008, aunque gané con más del
50%, me llevaron al revocatorio. Y me ratificaron con el 67%. No hay por qué
tener miedo al pueblo. Si el pueblo dice
que se modifique la Constitución para
la reelección se hará, si no, no. Es lo más democrático. Algún jerarca de la
Iglesia católica boliviana dice que es importante la alternancia. ¿Y acaso hay
alternancia para el hermano Papa Francisco?
Comentario: Efectivamente hay muchos líderes, pero no se les ha
permitido crecer y destacar en la opinión pública. El proceso y el propio Evo
han cerrado esa promoción de liderazgos. Para colmo algunos de ellos han
brillado por la corrupción. Evidentemente genera confianza y ésta no
desaparecerá mientras no se demuestre robo personal, pero el ego ha crecido y
no hay coto a las y los aduladores que están detrás de cargos y beneficios
económicos personales. Se requiere un toque de austeridad en el vestir y en el
andar, me refiero a vehículos y aviones, pueden ser más modestos sin perder
seguridad y eficiencia. No hay nada más grato y admirable que entregar el
mando a los relevos generacionales, cinco años son suficientes, después sólo
queda el deterioro progresivo.
P. ¿El poder es tan atractivo que cuesta dejarlo?
R. No tengo poder, lo
tiene el pueblo. No es Evo
el que está autoproclamándose para ser reelegido, ha habido una petición por
unanimidad de la central obrera. Eso nunca se vio en Bolivia. Entiendo que los
sindicalistas se sienten orgullosos de mí.
Comentario: Efectivamente el poder radica en el pueblo y si una mayoría
decide tener un rey o un presidente perpetuo es legal y legítimo. Pero se
supone que un proceso liberador popular va generando y multiplicando actores,
aprende a tomar decisiones horizontales y depende menos de un líder. La
permanencia indefinida de un presidente suele ser inversamente proporcional al
avance cualitativo del proceso, querrá decir que no se ha logrado un tejido
social sólido y por eso es necesario que el líder esté siempre atenuando
conflictos y frenando ambiciones. Si el tejido social se ha corporativizado y
actúas sobre coerción de mantener el cargo o la pertenencia al grupo protector,
el voto no será plenamente libre y crecerá la corrupción, todo esto en el
entendido de que los votos se cuentan con limpieza.
P. ¿Qué se imagina haciendo cuando deje de ser presidente?
R. Yo voy a ir a Chapare, a mi chaco. Los invito aunque ya estarán
muy viejos.
Comentario: Se perfila como Fidel, a pesar de las diferencias abismales
con él.
P. ¿O sea que quedan muchísimos años para eso? ¿Habrá reelección
indefinida?
R. No se está hablando de reelección
indefinida sino de que yo
cumpla la agenda patriótica en 2025. Algunos dicen 2030 pero no hay una
propuesta definida.
Comentario: Si pero no. Aquí cabe sólo reiterar que eso depende del
pueblo, pero si realmente se trabaja por él deberían surgir muchos líderes.
P. ¿Está preocupado con la situación en Venezuela? ¿Ve bien
encarcelar a opositores?
R. Los presidentes no encarcelan a opositores, no es nuestra
atribución.
Comentario: Correcto, es un asunto de
la justicia. En todas las épocas al que se levanta con violencia ante un
régimen legalmente constituido lo apresan y encarcelan. Cosa diferente si
se trata de dictaduras.

Campero, que no quiere pensar que es lesbiana, en un acto en la entrega de 34
ambulancias en Beni.
“Beni es tan grande, hay que
planificar ministra de Salud, ahí inaugurando, no quiero pensar que es lesbiana
compañera ministra”, dijo Morales en tono de broma.
Esta clase de comentarios hacia la
ministra Campero son frecuentes de parte de diferentes autoridades del
gobierno. En marzo, el candidato del MAS para ser alcalde de Yacuiba, Carlos
Brú, expresó en el cierre de la campaña que Campero se quede en esta ciudad
“cama adentro patrón encima”. Campero rechazó esos dichos y pidió una disculpa
pública de Brú.
Este mes, el vicepresidente Álvaro García
Linera, le expresó a la ministra que antes de tener un hijo debe casarse porque
“hombre es hombre” y que luego la puede dejar con “la pruebita de amor
colgando”.
Comentario: Realmente no hay defensa
posible. Vejatorio, machista y de muy mal gusto. No se puede decir ni entre
amigos, menos como autoridades. Por lo reiterado debería haber reaccionado la
ministra.
Debería ser una regla de conducta, en
un gobierno popular y de izquierda, respetar la vida privada de tod@s, la
preferencia sexual o la paridad no tienen nada que ver con los principios
básicos o la eficiencia de gestión. No interesaría tampoco si Evo tiene
amantes, o si es un padre responsable, o porqué pone a su hija en una
Universidad privada de élite. No interesa tampoco porqué el vice cambió su
pareja intelectual por otra frívola, o si es gay como dicen las malas
lenguas.

La ministra de salud, aceptó las disculpas del presidente en su cuenta
de Facebook, sin embargo no participó en la reunión de gabinete. Expresó su
desacuerdo con las alusiones a su vida privada, ya sea en tono de broma,
sugerencia o comentario, que no están acordes con los triunfos a favor de
la mujer en los últimos 10 años.

EL VOTO
DEL REFERENDO PUEDE SER SENCILLO O COMPLICADO. NO TODO ES SI O NO

No se
reduce a la simpatía o antipatía por Evo, a derecha o izquierda, a blanco o
negro, a patria o antipatria, a Nación o Imperio, a revolución o
contrarrevolución.
Señalemos
algunas posibilidades:
SI PERO
SI –
Son los votos de los convencidos de que el líder es insustituible o que
el proceso no está maduro para el relevo. Si todo está “bien” no hay porqué
arriesgarse, antes estábamos peor y ahora vamos bien.
También
están en esta categoría los corporativizados, es decir los que responden a las
indicaciones del cargo público, del gremio o sindicato, de la comunidad u
organización social. Están empoderados y mejoran económicamente. Este último
voto es el más prebendalista.
Finalmente
hay much@s que votarán porque Evo es como ell@s, se parece tanto a mí que estoy
identificado con el personaje ya que tod@s los anteriores eran muy
diferentes.
NO PERO
NO –
Son los votos de la derecha militante o simpatizante, de los que repudian al
proceso de cambio por convicción o posición de clase. También están los
racistas cubiertos o encubiertos, los que nunca aceptarán un@ o indi@ en el
poder. Algunos votantes serán los desencantados y disidentes que no perdonan su
exclusión o reprochan el proceso gubernamental.
SI PERO
NO –
Son los que votarán si a pesar de que consideran insuficiente y errático el
desempeño del gobierno del cambio. Si, a pesar de la corrupción, porqué al
menos no hay ahora la impunidad del pasado. Si, porqué es mejor lo que hay,
ante el riesgo del retorno de la derecha neoliberal.
NO PERO
SI –
Los que consideran que el futuro del proceso de cambio sería mejor con el
relevo de cuadros. La perpetuidad del binomio acabaría polarizando a la
población y propiciaría el retorno neoliberal. Son los que piensan que lo
importante son los principios y el programa, no las personas. Qué son los
colectivos que deben construir con o sin las personalidades. Lo harían a pesar
del riesgo de coincidir con banzeristas. oligarcas y millonarios neoliberales,
en el entendido de que la nueva candidatura popular sería exitosa. Este es el
voto que puede ser sobrevalorado por la derecha y generarles una expectativa
irreal.
LO QUE
EMPIEZA A RECONOCER EL GOBIERNO – Hay cosas importantes que debería reconocer y
rectificar el gobierno, en vez de no oír o atribuir la crítica a la derecha o
al imperio. Son fundamentales para el futuro del proceso de cambio.
- La
corrupción que ha generado una nueva casta adinerada que no puede representar a
un movimiento al socialismo. Hay que aplicar con eficiencia la ley
anticorrupción a tod@s sin excepciones. Deberían funcionar los controles
sociales.
- La
ineficiencia de gestión en varios campos que requieren profesionalización, no
basta que sean de los movimientos sociales, se requiere competencia. No se
aprovecha la pericia de decenas de bolivianos a nivel mundial, dispuestos a
colaborar gratuitamente.
- Discurso
inapropiado que es contrario a los principios de la izquierda y la necesidad de
ser congruentes con la descolonización.
- No
se ha trabajado para que las universidades recuperen su papel revolucionario y
de apoyo al proceso de cambio. Eso no significa afectar la autonomía.
- Los
bonos o dobles aguinaldos no resuelven el problema de fondo, son paliativos
útiles, pero se requiere un salario digno universal y, pensiones y jubilaciones
también universales suficientes para el buen vivir.
- Reducción
del presupuesto militar al mínimo indispensable, no somos belicistas y no
ganaremos guerra alguna. Servicio militar voluntario. Investigación a fondo de
los responsables militares y civiles involucrados en los crímenes de las dictaduras.
Aceptar la creación de la “Comisión de la Verdad”.
- Los
políticos son servidores públicos, no tienen porqué ganar más ni tener
jubilaciones aparte de las que les corresponda por su ocupación habitual,
previa y posterior a sus funciones. La austeridad en vehículos, aviones,
hoteles, etc. Debe ser ejemplar.
El 21 de
febrero dará un resultado de compleja interpretación y ojala sirva para la
reflexión y rectificación que requiere el proceso.

POSIBLES
ESCENARIOS DESPUÉS DEL REFERENDO
1.- GANA
EL SÍ:
a) Si el
triunfo es por más del 60% quedará muy claro que el caudillismo está muy por
encima del proceso. Que en los 10 años de gobierno, a pesar de las
inconsistencias y errores, no se ha desgastado la identificación con el líder y
se valora la mejora significativa con respecto al pasado. La oposición quedaría
marginada en medio de la ausencia de una nueva opción que tampoco se
articularía. El exceso de confianza podría diluir la necesidad de
rectificaciones y correcciones.
b) Sí el
triunfo es menor del 60% se evidenciará un desgaste que podría acentuarse en
los 3 próximos años y pondría en riesgo la siguiente reelección. La oposición o
la nueva opción, tendrán posibilidad de recomponer una alternativa. El MAS tendrá
que realizar una profunda reestructuración y relanzamiento del proyecto al
2025. Incluso estaría en duda la perpetuidad de binomio.
c) Si el
triunfo es menor del 50% el escenario es muy claro. Hay que renovar el
liderazgo y acelerar la reestructuración total del proyecto.
2.- GANA
EL NO: Por cualquiera que sea la diferencia implicaría la urgente
reflexión. Crítica y autocrítica. Reestructuración y relanzamiento del
proyecto. Sin embargo, la nueva candidatura sufre el efecto negativo de surgir
de un fórceps y no de un acto de madurez política. Recordemos que el “sufragio
efectivo no reelección” del priismo mexicano ha sido clave para la
sobrevivencia por casi un siglo soportando bandajes de izquierda a derecha.
Necesariamente
tendrían que corregirse muchos aspectos cuyo listado principal sería:
- Priorizar
el proceso sobre los liderazgos. Promoviendo y visualizando los nuevos
liderazgos, que existen, pero están subyacentes al “jefazo”. Promover a l@s
mejores egresad@s de las Escuelas de Formación.
- Asegurar
la mejora continua de la población hacia la meta del “buen vivir”. Trabajo
digno para tod@s sin favoritismos ni necesidad de sumisión al poder.
- Combate
rápido y eficaz contra la corrupción, de hoy y del pasado, aplicando con celeridad
la Ley Anticorrupción.
- Austeridad
efectiva en el gasto público y en las remuneraciones a funcionarios. La
política no debe ser una forma de ganar mucho dinero, sino un servicio temporal
sin privilegios ni prebendas.
- Reforzar
y ampliar una base social consciente, no corporativa ni manipulable por líderes
corruptos, que asuma la construcción del proceso como acción propia y no como
dádiva del caudillo.
- Revisar
y ajustar el presupuesto del Estado, eliminando gastos innecesarios en
estructuras militares o policiacas sin sustento razonable, aportando más
recursos a la alimentación, vivienda, salud y educación.
- Profesionalizar
la gestión pública perfilando los puestos y valorando la competencia.
- Transparentar
el patrimonio de tod@s l@s funcionari@s y de los millonarios.
- Poner
en la sintonía del cambio a todo el sector educativo incluidas las
universidades ahora rezagadas.

ANTE EL
DETERIORO ÉTICO LA “NUEVA OPCIÓN”:
Es claro
que el poder que no es de excelencia desgasta, no sólo por la corrupción sino
también por las fallas en la gestión. Aunque el balance general pueda ser
positivo, si no se garantiza la permanente mejora de vida de la población en un
marco de equidad, nada detiene el cansancio de la gente hacia los liderazgos
que no se renuevan. La vida “privada” de los políticos nunca será tan privada,
su afición por jóvenes a las que doblan en edad muestra su embriaguez de poder,
caen en la cursilería con supuestos fulgurantes enamoramientos. Unos en
“secreto” y otros con ceremonias religiosas ostentosas oportunistas
incongruentes con el pensamiento marxista. Siguen siendo machistas militantes
en broma y en serio, otra incongruencia con su afiliación izquierdista.
Finalmente, si no dicen la verdad o la dicen a medias (el famoso no mentirás),
se acaba la confianza y sólo queda la adhesión ciega incondicional. Hay una
quiebra moral del liderazgo.
Luego de
10 años hay que ver a que distancia se está del objetivo y si el camino
realmente es el correcto. Si lo público, lo de todos, va creciendo sin
posibilidad de que los intereses particulares de los nuevos y antiguos socios
del proceso lleguen a prevalecer.
Luego de
10 años no sólo hay que corregir errores y castigar la corrupción, hay que
perfilar los puestos tanto en lo técnico como en lo ideológico, ya no aceptar
empíricos ni busca pegas, y sobretodo renovar los liderazgos.
Luego de
10 años oposición o “nueva opción”. La primera con los líderes conocidos
ya sabemos que es, capitalismo salvaje sin distribución de la riqueza y fuga
incontenible del dinero a sus cuentas y al exterior. La segunda en
contraste, restructuración del proceso de cambio hacia una economía de equidad
con eficiencia administrativa y nuevos liderazgos.
La nueva
opción tiene a su vez dos opciones:
1.- Con
el MAS y dentro del MAS: Significaría que el organismo político en medio de la
crítica y autocrítica decide reestructurarse y renovar su planeación y práctica
política, económica y social.
Decide
perfilar todas las actividades principales de la gestión pública, recurriendo a
los mejores cuadros políticos y profesionales de que dispone el país, con
consistencia ideológica y probada honradez.
Decide
depurar de sus filas los oportunistas y busca pegas, los que buscan y trafican
con prebendas.
Decide desconfiar
de los incondicionales y rechazar las alabanzas y culto a la personalidad
innecesario.
Decide
privilegiar el proceso por encima de las personalidades, es el proceso el que
cumple y no el líder.
Decide
cambiar la forma de confrontación política utilizando argumentos en vez de
insultos o descalificaciones.
Decide
ser más exigente con la austeridad de un Estado popular, no basta haber
suprimido los gastos reservados, deben prohibirse los regalos aunque vayan a
parar a un museo, los vehículos caros, los aviones caros, las comitivas
frondosas, los padrinazgos,etc.etc.

CRISIS
ÉTICA Y MORAL DE LOS LIDERAZGOS:
El
Presidente Evo y el Vice Alvaro han dado un paso en falso al evidenciarse y
reconocer faltas a la verdad.
Evo tuvo
un hijo secreto con una dama de sólo 18 años el 2007 y mantuvo contacto hasta
2015, según reconoce en una foto de ese año. Reconoció la relación, también el
nacimiento de un hijo que luego se puso en duda, por lo que se pensaría que
creía todo lo que le decía la señora y no estuvo presente al nacimiento ni al
supuesto fallecimiento. El problema es que ésta persona fue gerente comercial
de una empresa china que tiene contratos con el Estado de al menos 560 millones
de dólares, además de llevar una vida lujosa./Tráfico de influencias".
También dijo que si perdía el referendo se iría a su cato.
El vice Álvaro
ha sido siempre considerado académico, el mismo lo dijo claramente, con
estudios de grado y posgrado en la UNAM México, como constaba en la página ya
corregida de la Vicepresidencia y en su cédula de identidad. Sin embargo, ha
reconocido que no tiene ningún título universitario. También dijo que para el
2020 Evo estaría poniendo un restaurante en el Chapare y el estaría escribiendo
libros.
Siendo el
"Ama Llulla" no mentirás un principio básico del actual esquema
de poder, hay una crisis ética y moral.
Con ésta
situación ya lo que se diga o deba decirse en el futuro pierde relevancia. La
degradación moral del liderazgo llevará a la polarización y degeneración del
proceso.
Finalmente el 21 de febrero del 2016 pierden el referendo para modificar la Constitución y hacer que puedan reelegirse una vez más. Todos creímos que se aceptaría el resultado, el mismo presidente dijo que reconocería la voluntad popular. Pero olvidábamos que ya en 2008 había dicho que no era ambicioso y en aras de la unidad nacional y el proceso de cambio no iría a una reelección. Luego el 2013 se vuelve a repostular vía Tribunal Constitucional. En 2014 anunció que el 2020 se retiraría a su chaco. Ahora en 2016 dice que el pueblo fue engañado con la historia de su hijo y que el pueblo le pide ser otra vez candidato.
Se profundiza la crisis ética y moral del liderazgo. Miente el presidente, no hace honor a su palabra y pierde credibilidad. El vicepresidente licenciado sin título con falsedad de documentos también pierde credibilidad. Si se enceguecen está en riesgo el proceso de cambio. Urge relevos y reestructuración.

CRISIS ÉTICA Y MORAL DE LOS
LIDERAZGOS EN BOLIVIA: 24/11/2017
Es indudable que el gobierno tiene
muchos logros que superan con creces a los gobiernos neoliberales, sin embargo,
hay “errores que matan” y que pueden
echar por la borda todo un proceso que creó una gran esperanza.
El Presidente y el Vice iniciaron la
crisis cuando faltaron a la verdad con respecto al supuesto hijo y a una licenciatura
inexistente. Luego vino en cascada una serie de malversaciones donde destaca el
Fondo Indígena, sin que hasta la fecha se haya hecho justicia y recuperado el
dinero.
En 2008 Evo decía que no era
ambicioso y en aras de la unidad nacional y el proceso de cambio no iría a una
re-elección. Luego el 2013 se vuelve a repostular vía Tribunal Constitucional.
En 2014 anunció que el 2020 se retiraría a su chaco.
A la falta de generación y producción
de liderazgos alternos, se sumó el referendo prematuro perdido del 21F 2016
para cambiar la Constitución y re-elegirse. Entonces el Vice dijo que para el
2020 Evo estaría poniendo un restaurante en el Chapare y él estaría escribiendo
libros.
En 2016 dice que el pueblo fue
engañado con la historia de su hijo y que el pueblo le pide ser otra vez
candidato.
Posteriormente, a pesar que una
mayoría dijo no a la re-re-reelección, un Tribunal Constitucional sumiso habilita
la re-elección indefinida de cualquier autoridad. Entonces al 21F se suma otra
fecha de la indignación el 24N. Lo que sin duda, afectará las elecciones
judiciales del 3D.

Se burlan del "Ama Llulla"
no mentirás, y luego desconociendo su propia Constitución, renuncian a la sana
renovación de los liderazgos, base de una democracia estable.
Con ésta situación ya lo que se diga
o deba decirse en el futuro pierde relevancia. La degradación moral del liderazgo llevará a la polarización y degeneración
del proceso.

"CRÓNICA DE UNA CAÍDA ANUNCIADA"
Capítulo I:
El 21 de febrero del 2016, a sólo un año de haber obtenido la tercera reelección, y faltando 4 años para un siguiente periodo, comete el error (1) de pretender cambiar la Constitución para habilitarse como candidato a una cuarta elección que no permite la Carta Magna.
Queda convencido que hay que aprovechar el momento de auge económico y político para asegurar su continuidad. "Sólo él puede garantizar el proceso y la unidad", el entorno perverso y el corporativismo de los movimientos sociales se lo piden también. Si el "abuelo sabio" gobernó hasta morirse porqué él no, no hace falta ver que las condiciones y los tiempos son muy diferentes.
En Bolivia ni en democracia ni en dictadura nadie había logrado perpetuarse por 20 años. En todo caso no hay nada más imprudente en la vida que considerarse insustituible e imprescindible, olvidando que un proceso perdura si genera la mejora continua de la población y es capaz de generar relevos adecuados.
Para colmo pierde el referendo y luego de afirmar que se "iría callado" si ganaba el NO, busca un artilugio para que un Tribunal Constitucional diga que es un "derecho humano" la reelección.
Aquí el error (2) grave de desconocer la voluntad popular y faltar a su palabra.

Para tratar de legitimar la repostulación instrumenta unas elecciones primarias, que no deberían haberse hecho por ausencia de más de un candidato en cada fórmula, que resultan absolutamente inútiles y con cargo al erario público. Ni siquiera ponen un otro candidato pantalla para disimular, aunque ya sabemos que sistemáticamente cualquier insinuación de candidatura alterna era inmediatamente defenestrada.
Capítulo III:
Vía corrupción y corporativismo con un gasto millonario realizan una gigantesca campaña electoral, pero se aseguran, error (4), que el arbitro electoral sea completamente servil. Por lo que durante el conteo genera una serie de irregularidades que acaban por invalidar el proceso.
Entonces sale a flote el error (5), no formaron políticamente al pueblo y desmovilizaron los movimientos sociales, por lo que no hubo manera de detener el golpe de Estado que ellos mismos propiciaron.

Bolivia en la euforia marítima de Evo puso una demanda a Chile en la Corte Internacional de La Haya, para recuperar el mar arrebatado, parecía que sería exitosa ya que sólo pedía que se negociara el asunto de manera bilateral, todos suponíamos que estaban bien asesorados pero en vez de éxito fue un fracaso error (6). Para colmo los gastos millonarios quedaron escondidos hasta la fecha.
A partir de ese momento Evo perdió aún más en control sobre sus acciones y expresiones:
Pronunciamiento de Evo Morales
El 10 de noviembre de 2019, Evo Morales declaró que he «decidido, primero, renovar la totalidad de vocales del Tribunal Supremo Electoral» y «convocar a nuevas elecciones nacionales que mediante el voto permitan al pueblo boliviano elegir democráticamente a sus nuevas autoridades, incorporando a nuevos actores políticos».
El hablar de incorporar nuevos actores es una generalidad que no hace explícita la intención de que Evo y Alvaro no serán candidatos, es una maniobra para detener el golpe sin comprometerse claramente a no ser candidato.
Acontecimientos sucesivos: La policía ya estaba amotinada y el ejército le sugirió renunciar. Tuvo que salir de Bolivia con apoyo mexicano. México tiene un gran tradición de asilo, pero se vería afectado por un asilado ya desprestigiado y que no tuvo medida en su activismo político durante su estancia es esa Nación. Muy pronto se fue a Argentina vía Cuba.
Luego declaraba que se arrepentía de haber equipado a las Fuerzas Armadas y que " Si volviera, hay que organizar como Venezuela, milicias armadas del pueblo". Pensarlo no es problema pero decirlo publicamente es atrincherar a las FF.AA en su contra y dar argumentos a los golpistas.

CUANDO EL EGO APLASTA A LA RAZÓN
Ha pasado un año del golpe de Estado contra Evo, obviamente facilitado por la crisis ética y moral del núcleo hegemónico. Lejos de hacer una autocrítica y pasar a un plano discreto, continúo con un gran protagonismo que puso obstáculos a la recomposición del proyecto. En principio se declaró líder máximo y jefe de campaña de las elecciones que convocó el regimen de facto. Desde Buenos Aires siguió arengando, reuniendo partidarios, participando en mítines vía videoconferencia, etc. etc. Impuso a su candidato Arce cuando las bases habían designado a Choquehuanca, etc.etc.
Se dice ser un indígena de izquierda, admira a Fidel, pero no lo imita en combatir el culto a la personalidad, su nombre está en escuelas, monumentos y hasta un museo que tiene hasta sus camisetas de jugar fútbol. Se jacta de ser amigo de Mujica, pero a diferencia de él viaja a mundiales en avión oficial y exclusivo, vive con holgura económica que le permite un séquito de asistentes. Habló de reducirse el sueldo y acabar con las pensiones a los expresidentes, pero acabó restituyéndolas para propio beneficio.
Finalmente, regresa a Bolivia con una costosa caravana para posicionarse por encima de los relevos saludables para el movimiento. Ahora seguirá su protagonismo, sin importarle que eso afecte al proceso de recomposición, no sabe dar pasos al costado ni aceptará la terminación de su ciclo, una jubilación que podría servir para tratar de limpiar su imagen, sobre todo en la esfera personal.
Hay personajes que surgen de la casualidad histórica, que no se han forjado en una lucha ideológica consistente, que no gustan de los libros y que sólo escuchan lo que les agrada.

PENSAR, DECIR Y ACTUAR DESDE LA IZQUIERDA 1.- Una de las grandes virtudes es no
enriquecerse en el poder, sobre todo si se es fiel al principio originario de
“no robar”. Una vida sencilla y austera está en congruencia con una realidad
social que todavía no ha superado la pobreza de una gran parte de la población.
Por eso no esperábamos los trajes elegantes y la corbata, menos las joyas o los
autos costosos. Nuestros hijos deberían estudiar en la escuela o universidad
pública y laica. Esa es la congruencia.
2.- Fue muy acertado y reconocido la
reducción del salario de los funcionarios públicos de alto nivel, en muchos
países el pueblo es pobre y el gobierno rico, se asignan voluntad salarios
estratosféricos, pensiones vitalicias, seguros privados, viáticos, y un
sinnúmero de privilegios. Aplaudimos en principio la supresión de las pensiones
al abandono de los altos cargos, ya que son cargos temporales para quienes
deberían tener vocación de servicio sin prebendas.
Tod@s tenemos una vida laboral y
vamos aportando al retiro, así que esos años en el gobierno se deben sumar al
resto y al final dar una jubilación digna. No es posible que unas horas o
algunos años en el gobierno den una pensión que otros no consiguen en 30 o 40
años de laborar, y aun peor, si vemos ancian@s que sólo reciben la ínfima renta
dignidad. ¿Porqué la marcha atrás en las pensiones a los ex-presidentes?
3.- Desde la perspectiva del poder es
adecuado contar con el respaldo de las Fuerzas Armadas, pero no a costa de
privilegios que están abofeteando a la población. La contradicción entre el
“Patria o muerte” y “subordinación y constancia” que gritan los militares no
convence. Aun los ejércitos deben ser democráticos y razonables. Bolivia como
Costa Rica o México no necesitan ejércitos.
4.-
El deporte es un complemento divertido de la vida saludable, no debe ser
un negocio millonario para millonarios. Se hace bien al desarrollar campos
deportivos y la práctica multitudinaria amateur. Lo que no haríamos, es
fomentar el negocio profesionalizado donde un futbolista gana más que un
científico, mucho menos, que un líder gubernamental de muestras de agresividad
física en la cancha o juegue en planteles profesionales del circuito lucrativo.
Necesitamos un pueblo deportista y sano, no campeones de torneos amafiados que
derrochan dinero que debería usarse en educación, salud, etc.

Un proceso de cambio y un liderazgo tienen, como en la docencia, la obligación
y la necesidad de generar los relevos competentes. Un proceso transformador
sólo perdura sin lleva a la mejora continua del bienestar del pueblo, aun así,
los liderazgos se desgastan y la perpetuidad no es saludable. La misma derecha,
en otras latitudes, ha logrado largos dominios con el “sufragio efectivo no
reelección”, cada 6 años una cara nueva hacía creer que había la posibilidad de
algo diferente, pero todo seguiría igual. Finalmente, si no estás seguro
de dejar el poder no digas ni prometas lo contrario, a la gente le gusta que
las personas respeten su palabra y nadie es insustituible ni indispensable. El
buen maestro es el que en 5 años es igualado o superado por el discípulo, no en
experiencia pero si en lo técnico operativo.
6.- Si de
todas maneras hay perpetuidad en el liderazgo, sería conveniente, sobretodo
para matizar el aurea machista, elegir de acompañante una mujer, hay tantas
carismáticas y capaces que podrían darle un marco más empático al proceso. Si
la primera figura se desgasta, la segunda que es menos simpática con mayor
razón, o al menos que la perpetuidad quede matizada.
7.- Pasar del capitalismo a una
economía comunitaria solidaria que supere esas contradicciones es difícil, para
ello no podemos ceder ante el gran capital y las transnacionales, hay que
seguir el camino de su progresiva eliminación, el estricto cumplimiento de la
Constitución respecto a los latifundios y el control total de las áreas
estratégicas.
8.- Es obligación de un gobierno de izquierda obedecer el mandato del pueblo, así se dijo en la primera posesión presidencial "mandar obedecien do". También es importante prevenir conflictos con los que deberían mandar, como ocurrió con el proyecto de carretera del TIPNIS. No sólo no se evitó el conflicto, si no que se reprimió con rudeza sin que se establecieran responsabilidades. Nunca reprimir a tu propia gente dando oportunidades a la derecha.
9.- El culto a la personalidad es algo que la izquierda rechaza y ve como una desviación. No es necesario tener el retrato del líder en cada oficina y menos aun elaborar estatuas o nominar lugares.
Si hay seguidores que quieren poner tu nombre a un aeropuerto, en contra de la voluntad de miles que paralizan un departamento, lo lógico sería que el homenajeado retire su nominación y los ubique, quedar en silencio y decir que no le compete, es un error ya que ideológicamente no es admisible.

Por otro lado hay personas que tienen obligaciones familiares que les impiden dedicar a sus tareas de gobierno tantas horas. Para el líder es más sencillo pues tiene todo a la mano, no cocina, no lleva niños a la escuela ni al médico, no tiene que limpiar la casa, etc.
11.- “Yo decía, compañeros y compañeras, el voto (lo) decide la pareja en la cama, y antes que (lo) defina en la cama hay que llegar a ese pueblo explicando nuestro programa”, dijo Morales el domingo 27 de julio del 2014 en presencia de dirigentes campesinos y periodistas en la inauguración de una sede proselitista.
No es conveniente y resulta vulgar y sexista, asociar el voto que debería ser cerebral y consciente, con los impulsos hormonales. Pero, como se han dicho peores cosas seguramente no afectará la votación mayoritaria.
